Are you going to do this?

Without land, there would be no water board. As a land affairs advisor, you often literally lay the foundation for new projects. You assess whether land is needed or needs to be sold for projects and then consult with landowners about the purchase or sale of this land. This enables your colleagues to carry out their work in areas that are important for the quality and quantity of water in our region.

The water board also owns land that needs to be managed. You conclude various agreements (lease, rent, loan, hunting and fishing rights) and maintain the relationship with the contracting party. You are therefore (jointly) responsible for the allocation and contract management of the land.
You will therefore spend a lot of time in the field, at kitchen tables and at companies to discuss and negotiate, but you will also be comfortable handling contract negotiations. You will work closely with various notary offices.

You are responsible for the entire process of buying or selling land and concluding contracts; you determine the value or have an appraisal carried out, you negotiate, you draw up the contract and ensure a smooth transfer to the project team or ensure that the contract is entered into the P8 registration system. You contribute ideas to issues and work together with multiple disciplines to arrive at a joint solution.

You will also help devise and implement the land policy that is yet to be developed. With your knowledge of the laws and regulations governing land matters, you will identify any bottlenecks or points of attention and make these known. If there are any changes to national regulations, you will ensure that the water board can adapt in a timely manner.

This is what we ask of you

You are someone who easily establishes contact, both with your colleagues and with external parties. You are good at giving advice, easily explaining the how and why to people, and keeping colleagues informed of the status of the process. You are meticulous in your checks and have a keen sense of social interests and politically relevant changes. You are results-oriented, customer-focused, and honest. In addition, you are confident and a strong negotiator.

You also have:

  • HBO (higher professional education) working and thinking level, preferably a completed degree with a focus on nature or agriculture, (agricultural) real estate and/or brokerage and/or law with a specialization in stewardship;
  • a Class B driver's license;
  • At least 5 years of relevant work experience, such as in the field of stewardship;
  • you have an affinity with the agricultural sector;
  • Experience with the P8 management system is an advantage;
  • Membership of the NVR is an advantage.

This is what we offer you

  • A job in a socially relevant field.
  • Initially, a fixed-term contract (1 year). If you prove to be suitable, we will convert your employment contract to a permanent contract.
  • A salary of up to €5,661 (scale 10) gross per month for full-time employment of 36 hours per week. The exact amount will be determined based on your knowledge and experience.
  • On top of your gross salary, you will receive 21% IKB (individual choice budget). You can have this paid out or use it in another way, for example to purchase extra leave.
  • A pension plan with the ABP pension fund.

Your team
As a real estate and land affairs employee, you will be part of the Maintenance North team in the Water System and Water Safety process. This team consists of approximately 35 employees. The Real Estate and Land Affairs department within the North team has three advisors and one real estate and land affairs employee. A number of these advisors are hired on a temporary basis, and we want to move towards a permanent, stable basis instead of hiring temporary staff. You will work closely with these colleagues. Team North is an enthusiastic and driven team with roles such as asset managers, policy advisors, supervisors, and maintenance staff. In short, it is a knowledgeable and warm team of colleagues who value working together.

About the Noorderzijlvest Water Authority

The Noorderzijlvest Water Authority is located in a unique area where land subsidence caused by natural gas extraction and earthquakes significantly affects water management. The consequences of these developments, as well as climate change, are affecting the (waste) water system. Rising sea levels, more frequent and longer periods of heavy rain, interspersed with prolonged drought, but also challenges in the field of sustainability and new (problematic) substances: these are problems that require robust solutions. We want our (waste)water system to function as naturally as possible and to be climate-proof, resilient, and healthy in the long term. This requires us to take appropriate and affordable measures in a society that wants to discuss and influence these issues.
