The Water Authority Regulation will enter into force on January 2, 2024, one day after the Environment Act enters into force.
What is the Water Board Regulation?
The Environment Act will come into force on January 1, 2024. Under this Act, the Noorderzijlvest Water Authority must adopt a Water Authority Regulation. The Water Authority Regulation replaces the current Water Authority Charter. In the Water Authority Regulation, the water authority describes, among other things, the rules for carrying out the most common activities in our management area. We do this by specifying in the rules when the activity is permitted. The rules for the maintenance of surface water bodies, storage areas, flood defenses (dikes), (supporting) engineering structures, and purification works are also included in the Water Authority Regulations.
What will change with the Water Board Regulation coming into effect?
The most significant change compared to the current situation is that the Water Board Regulation has been made digitally applicable in the Digital System for the Environment Act (DSO). This is an online platform where all the rules of administrative bodies of the state, province, municipality, and water board can be found via "Rules on the map." Using the map of the Netherlands, anyone can also mark a location where they would like to carry out an activity. Using the 'permit check', the DSO offers the possibility to check whether that activity may be carried out without notification or a permit from the competent authority, or whether that activity requires notification or a permit must be applied for. Finally, anyone who needs to submit a notification or apply for a permit must do so via the DSO. The DSO thus replaces the current Omgevingsloket (Environment Desk).
