Complaint regarding tendering

Do you disagree with a tender or part of a tender? Submit your complaint to the Noorderzijlvest Water Authority Tender Complaints Desk. Complaints cannot relate to the Noorderzijlvest Water Authority's procurement and tendering policy in general. 

Who can submit a complaint about tenders? 

Only entrepreneurs who have an interest in acquiring a specific public contract can submit a complaint.

These are: 

  • Interested entrepreneurs
  • Tenderers, potential tenderers, and interested parties
  • Subcontractors of tenderers, potential tenderers and interested parties, insofar as they do not complain about the lead contractor-subcontractor relationship
  • Industry organisations and industry-related advisory centres for entrepreneurs

Anonymous complaints are not permitted.

What do you need? 

  • eRecognition level EH2+
  • The case number of the descriptive document

How does it work? 

  • Use the form ‘Complaint about tendering’
  • There are no costs associated with submitting a complaint.

Clearly state your name and address, the date of the complaint, the case number of the descriptive document, the description of the complaint, and how the complaint could be resolved. 

How does the procedure work? 

  • You will receive confirmation of receipt of your complaint. The same letter will explain the next steps in the procedure.
  • The complaint will be processed by the Noorderzijlvest Water Authority Procurement Complaints Desk. This desk consists of a purchaser and a solicitor who are not directly involved in the procurement process to which the complaint relates.
  • Submitting a complaint does not suspend the tendering procedure. The Noorderzijlvest Water Authority is free to decide whether or not to suspend the tendering procedure.
  • The Complaints Desk then investigates whether the complaint is justified. It does this by investigating the facts, examining the information provided by the complainant, and, if necessary, hearing the parties involved.
  • The Complaints Desk advises the Water System and Water Safety Manager.
  • The Water System and Water Safety Manager will decide on your complaint.
  • You will receive a decision on your complaint from the Noorderzijlvest Water Authority.
