8th Action Program Nitrate Directive insufficient for cleaner water
The Ministry of Agriculture, Fisheries, Food Security, and Nature (LVVN) has drafted the 8th Nitrates Directive Action Programme. Noorderzijlvest Water Authority informs the minister that it does not agree with the programme.
Plan does not deliver enough for our region
The aim of the action programme is to prevent and reduce the flow of nutrients from agriculture into groundwater and surface water. The programme of measures is set to take effect on 1 January 2026. The draft action programme was available for public consultation in July and August. Together with northern regional authorities, Noorderzijlvest Water Authority has informed the minister that it does not agree with the programme. “To our disappointment, the 8th action programme, as currently proposed for our region, makes virtually no contribution to solving nutrient problems and consequently it does not make a sufficient contribution to improving water quality in our region either,” states executive board member Elze Reitsema.
No improvement in water quality
The problem lies mainly in the regional implementation. The measures apply to the whole country, even though there are clear regional differences. What works elsewhere could actually lead to a deterioration in the quality of groundwater and surface water in our region. "We have offered to help the minister improve the action programme, but not to take over responsibility. To come up with a truly meaningful programme, it is important to look at regional sources. Only then can measures be developed that are appropriate for the businesses in our region and that are truly effective here. Together, we are responsible for clean and healthy water, and we are already doing a lot in this area together with farmers. The draft 8th Nitrates Directive Action Programme is putting considerable strain on mutual trust."
