8th Action Program Nitrate Directive insufficient for cleaner water

The Ministry of Agriculture, Fisheries, Food Security, and Nature (LVVN) has drawn up the draft 8th Action Program for the Nitrates Directive. The Noorderzijlvest Water Authority has informed the minister that it does not agree with the program.  

Plan does not deliver enough for our region

The aim of the action program is to prevent and reduce nutrients from agriculture entering groundwater and surface water. The program of measures is due to come into effect on January 1, 2026. The draft action program was available for inspection in July and August. Together with northern authorities, the Noorderzijlvest Water Authority has informed the minister that it does not agree with the program. "To our disappointment, the 8th action program as currently proposed for our region makes virtually no contribution to solving the nutrient problem and therefore does not contribute sufficiently to improving water quality in our working area," says executive director Elze Reitsema.  

No improvement in water quality

The problem lies mainly in the regional implementation. The measures apply to the whole country, even though there are clear regional differences. What works elsewhere could actually lead to a deterioration in the quality of groundwater and surface water in our region. "We have offered to help the minister improve the action program, but not to take over responsibility. To really come up with a meaningful program, it is important to look at regional sources. Only then can measures be developed that are appropriate for the businesses in our region and that are truly effective here. Together, we are responsible for clean and healthy water, and we are already doing a lot in this area together with farmers. The draft 8th Nitrates Directive Action Program is putting considerable strain on mutual trust."
