Digital accessibility refers to how websites, apps, and documents are designed. Is the document well-structured so that every visitor can use it, including people with disabilities? Many policy and vision documents, reports, and studies are published as PDFs. The document may not meet digital accessibility standards. Sometimes a document may not have been published yet precisely because it does not yet meet digital accessibility standards.
