Blue Deal
Globally, we are faced with too much, too little, or too polluted water. Water issues such as these do not stop at borders, of course. That is why it is important to share knowledge and solutions across borders. With the Blue Deal program, the Netherlands has decided to tackle these challenges.
Blue Deal program
The Blue Deal program was launched in 2018 and will run until 2030. It focuses on long-term partnerships between water managers in the Netherlands and abroad. Many countries call on the Netherlands because of our knowledge and experience in the field of water management. Together, we are working toward a single goal: to give 20 million people worldwide access to clean, sufficient, and safe water.
The Blue Deal program focuses on:
- Providing assistance to countries where water management poses a major challenge in terms of clean, sufficient, and safe water
- Creating opportunities for Dutch and local businesses in water management
- Learning from other countries to continue improving water management in our own country
The Blue Deal is being implemented by the 21 Dutch water authorities, in collaboration with the Ministries of Foreign Affairs and Infrastructure and Water Management. The Blue Deal consists of 17 partnerships in 15 countries.

Dutch Water Authorities (DWA)
Abroad, the 21 water authorities work together under the name Dutch Water Authorities (DWA). The aim of DWA is to contribute globally to safe, sufficient, and clean water for people, plants, and animals. Noorderzijlvest employees can participate in projects carried out under the banner of DWA. More information about Dutch Water Authorities: DWA

Young Experts Program and Water Authorities International Introduction and Orientation Program
- The Blue Deal Program is partly supported by the Young Experts Program (YEP) and the Water Authorities International Introduction Program (KIWI). In the Blue Deal Peru project, Noorderzijlvest coordinates the activities of two YEPers. YEP gives young Dutch professionals the opportunity to gain experience abroad. Young local professionals also have the opportunity to gain experience in an international working environment through Dutch organizations. More information about YEP
- Noorderzijlvest also participates in the KIWI program. This two-year training program provides water managers with the experience and skills needed to work with water abroad. This enhances the quality of our Blue Deal projects. More information: KIWI
