National Strategic Plan for Agricultural Policy available for inspection until 1 February
The new Common Agricultural Policy (CAP) will come into effect in 2023. This is the European agricultural policy. The Dutch implementation of this new policy for the period 2023 to 2027 is set out in the National Strategic Plan (NSP). From 22 December to 1 February, stakeholders and interested parties can view the summary of the NSP and the draft Strategic Environmental Impact Assessment (S-MER) and submit their consultation responses.

The new policy supports farmers in making their operations more sustainable and modernizing them. A total of approximately 4.7 billion euros is available over the entire five-year period. Much of this funding is allocated to supporting farmers who innovate, modernize, and contribute to goals related to biodiversity, climate, soil, water, and air. The most notable change is the focus on the eco-scheme. Farmers can choose eco-activities they wish to implement on their farms. They receive compensation for doing so.
Clients of the National Strategic Plan (NSP)
The NSP is commissioned by the national government and the provinces, specifically the Ministry of Agriculture, Nature and Food Quality (LNV) and the Interprovincial Platform (IPO). The water boards have been involved in shaping its content. Through the NSP, the Netherlands aims to provide greater incentives for forward-thinking farmers. As in the previous policy period, the national government, the provinces, and the water boards will co-finance measures within their respective areas of responsibility. In the case of the water boards, this involves measures related to water quality and water quantity.
