It’s a crisp winter morning, a few months after you started as a crisis management trainee. You walk into the office in Groningen at 7:30 a.m. In the main lobby, you immediately notice that something is going on. Colleagues are discussing things in small groups, computer screens are on, and the first reports from the emergency management region are coming in. A major crisis drill has begun, involving multiple organizations working together.

 Less than half a year ago, you were still in college yourself. Now you’re sitting at the table with experienced crisis management officials, helping to ensure the exercise runs smoothly. You helped with the preparations, fine-tuned the scenarios, and made sure everyone had the right information. As the situation changes throughout the day, you coordinate between different teams, maintain an overview, and contribute ideas on next steps.

At the end of the day, you’ll review the exercise with your colleagues. What went well? What could be improved? That’s exactly what makes this role interesting: you not only learn how crisis management works, but you also make a direct contribution to an organisation needs to be prepared for unexpected situations. Because when a crisis actually strikes, residents need to be able to count on a water authority is prepared and acts quickly. Your work helps make that happen. Here's what we're asking of you

You know how to translate developments in the rapidly changing world of crisis management into concrete learning objectives and activities. You are a critical discussion partner—both internally and externally—who knows how to ensure quality. In addition, you have an affinity for digital learning methods and are willing to further develop your skills in this area.

Together with the counsellor , you form a strong team. You regularly exchange ideas about content and approach and support each other in your field. You:

  • Has a demonstrable higher vocational education (HBO) level of work and thinking;
  • Have finalised a degree in Comprehensive Safety or a comparable program;
  • Can take on projects independently and finalise successful finalise;
  • Have an interest in organise, conducting, and evaluating educational programs, training sessions, and exercises;
  • Have experience with project-based work and know how to reconcile various interests, including political ones;
  • You are a networker and build relationships easily, both internally and externally;
  • Have a healthy dose of self-confidence and aren't afraid to be critical.

What are you going to do?

During a (looming) crisis, our crisis response organization springs into action. This organisation of various teams of crisis response personnel, each of whom plays an indispensable role in managing and combating crises. That is why it is important that every member of the team is competent, well-prepared, and ready for deployment.

It is also possible that the Groningen or Drenthe Safety Region may scale up its response. In such situations, the water authority must integrate water authority with the safety region’s structures. This requires clearly defined roles, up-to-date knowledge, and well-rehearsed cooperation.

Assignment: Building a resilient organisation.

In your role within the Strategy Department, you’ll help increase Noorderzijlvest’s resilience. You’ll translate strategy into tactical and operational measures. You’ll identify risks, contribute to policy decisions, and ensure that colleagues become and remain professionally competent. Strengthening resilience is an ongoing process. Through your contribution to the multi-year policy plan, you’ll help ensure organisation the organisation remains manoeuvrable resilient.

As a Crisis Management Trainee:

  • Organize your training sessions and exercises;
  • Develop training programs;
  • Develop and maintain your e-learning courses;
  • Do you represent the water authority professional development activities organized by crisis partners?;
  • Do you contribute to and strengthen close collaboration with crisis partners?;
  • Work with the counsellor to develop the annual and multi-year Professional Competence plans;
  • We'll support you in various crisis management tasks.

About the Noorderzijlvest Water Authority

The Noorderzijlvest Water Board is located in a unique area where subsidence by natural gas extraction and earthquakes significantly impacts water management. The consequences of these developments, as well as climate change, are affecting the (bin)water system. Rising sea levels, more frequent and longer periods of heavy rain interspersed with prolonged droughts, as well as challenges related to sustainability and new (problematic) substances: these are problems that call for robust solutions.
