In this second variant, Water Natuurlijk will enter into discussions with PvdA, Geborgd Natuur, Student en Water, and the combination of Geborgd Ongebouwd, VVD, and CDA. This next step in the coalition formation will start after the May holiday.
Despite the positive contributions of all parties, there are too many substantive differences to actually give shape and substance to the first preference, an intended coalition with Water Natuurlijk, BBB, PvdA, Geborgd Natuur, and Student en Water.

The informateur advised starting with a broad coalition that leaves room for opposition. In her advice, she presented two options. The second option was a coalition with Water Natuurlijk, PvdA, Geborgd Natuur, Student en Water, and the combination of Geborgd Ongebouwd, VVD, and CDA. During the information phase, the parties indicated that they wanted to continue working within the framework of the existing Blue Environmental Vision and the current Water Management Program.
