Area-specific enforcement
Area-specific enforcement means that we adapt our supervision and enforcement to the situation in a particular area.
Why do we opt for area-specific ?
For example, we look at the soil, the water, how the land is used, and how much pressure there is on the environment. This allows us to respond better to what is needed in a particular area.
This approach fits in well with the Environment and Planning Act, which calls for cooperation, a broad approach, and attention to the area. By enforcing regulations in places where water quality or safety is at risk, we can prevent or solve problems more quickly and effectively.

Work with data: the Water Analysis Management System (WAM)
At Noorderzijlvest, we use the WAM system. This system contains measurement data for the water in our main watercourses. For example, we measure whether there are pesticides, nutrients, or other pollutants in the water.
With this data, we can:
- See if water quality is deteriorating;
- Find areas where the water is often polluted;
- Determine where and when we supervise;
- See if measures are effective.

What do we want to achieve?
With area-specific enforcement, we aim to:
- Improve water quality;
- Prevent environmental damage;
- Help people comply with regulations;
- Use supervision as effectively as possible;
- Contribute to goals such as the Water Framework Directive and the Water Management Programme 2022–2027.
From data to action
By combining measurements, data, and knowledge of the area, we can:
- Prevent problems in high-risk areas;
- Work with farmers and other partners to find good solutions;
- Take measures that are appropriate for the area;
- Clearly explain why we make certain choices.
